As part of the project for the technical assistance of the Asian Development Bank, “Developing the capacity of government agencies by improving the investment project and foreign debt management system,” the Ministry of Finance together with the ADB and the United Nations Conference on Trade and Development (UNCTAD) are implementing the component “Implementing a debt management system and analyzing financial provisions. “

During the mission of the United Nations Conference on Trade and Development (UNCTAD) from June 17 to June 28, 2019, the Ministry of Finance of the Republic of Uzbekistan continued to further implement the DMFAS-6 software (Debt Management and Financial Analysis System). The mission was held with the financial support of the Asian Development Bank as part of the implementation of the project of free technical assistance “Developing the capacity of government bodies through improving the system of investment project and external debt management”.

The mission was delegated by Mr. Khaled Ibrahim (representative of UNCTAD) and Mr. Artak Marutyan (independent consultant of UNCTAD).

In accordance with a previously agreed action plan, a series of trainings on the use of DMFAS-6 were organized for the staff of Debt Management Office of the Ministry of Finance, particularly on:

           compiling standard and user reports required for monitoring and analyzing both individual debt instruments and the debt portfolio as a whole, taking into account actual and forecast data;

           analysis of the debt portfolio, which covers the calculation of financial indicators (average interest rate, average maturity, etc.); debt ratios (level of debt to GDP, exports of goods and services, etc.), the sensitivity of debt and its service to changes in exchange rates and interest rates;

            validation of data using special reports and logical conclusions, the DMFAS-6 software allows you to verify the reliability, timeliness and completeness of registration of debt instruments in the database;

            part of the online support service provided by the headquarters of the DMFAS Program in Geneva to all user agencies.
